Talks between the Ministry of Planning and Investment of Viet Nam and the National General Administration of International Development Cooperation of China
On the afternoon of December 18, in Lang Son city, in order to implement the common perception reached by the leaders of the two Parties and two States, the Ministry of Planning and Investment (MPI), Viet Nam and the National General Administration for International Development Cooperation of China held talks on promoting Viet Nam-China development cooperation.
Attending the meeting, on the side of the Ministry of Planning and Investment, there were Mr. Tran Quoc Phuong, Deputy Minister of Planning and Investment, and representatives of departments of the Ministry of Planning and Investment.
On the side of Lang Son province, attending the meeting were Mr. Doan Thanh Son, Vice Chairman of Lang Son Provincial People's Committee and representatives of leaders of departments, sectors of the province. Also attending the meeting were representatives of the provincial People's Committees: Tuyen Quang, Yen Bai, Bac Kan.
On the side of the Chinese delegation, attending the talks were Mr. La Qiuhui, Director General of the National General Administration for International Development Cooperation of China; Mr. Liao Pinhu, Vice Chairman of the People's Government of the Guangxi Zhuang Autonomous Region, China; Mr. He Wei, Chinese Ambassador to Viet Nam.
During the meeting, delegates discussed and clarified solutions to promote the pilot construction of smart border gates; solutions to promote cooperation in implementing non-refundable aid projects in the field of people's livelihood in the northern provinces of Viet Nam and a number of issues of concern to both sides.
Discussing cooperation to promote the construction of smart border gates, at the meeting, Comrade Doan Thanh Son, Vice Chairman of the People's Committee of Lang Son province (Viet Nam) quickly reported on the implementation of the pilot construction of smart border gates at the Huu Nghi (Viet Nam) - Huu Nghi Quan (China) border gate pair; discussed and proposed some contents to the National General Department of International Development Cooperation of China.
Specifically, it is recommended that China direct relevant agencies to proactively coordinate and unify the roadmap and implementation methods to accelerate the completion of procedures related to the expansion of the dedicated import-export road in the area of landmarks 1119-1120 to 14 lanes; provide more information on the plan for customs clearance of goods when applying traditional methods and smart border gate methods in parallel; consider synchronous solutions to speed up the quarantine and inspection process of Vietnamese fruits; promote the completion of procedures to deploy activities on the dedicated import-export road in the area of landmarks 1088/2-1089 (Tan Thanh - Po Chai) belonging to the Huu Nghi - Huu Nghi Quan international border gate pair with full characteristics according to the regulations of international border gates...
Speaking at the meeting, Mr. La Qiuhui, Director General of the National General Administration of International Development Cooperation of China, hoped that the Ministry of Planning and Investment, relevant agencies, and northern localities of Viet Nam would continue to focus on promoting cooperation in the areas signed by the two sides, especially promoting the progress of implementing smart border gates and projects in the field of people's livelihood; continuing to cooperate in customs clearance of goods through the two sides' border gates;...
Speaking at the talks, Deputy Minister of Planning and Investment Tran Quoc Phuong requested the General Administration for International Development Cooperation of China and the Chinese Embassy in Viet Nam to continue to consult with Chinese authorities to coordinate and accompany Vietnam in implementing the areas where cooperation agreements have been signed. The Vietnamese Ministry of Planning and Investment pledged to always accompany the implementation of cooperation projects between the two sides.
The Deputy Minister of Planning and Investment also requested that central ministries, sectorss, relevant agencies of Viet Nam and localities of Viet Nam with cooperation projects focus on speeding up the implementation of projects that have signed cooperation agreements with China.
At the meeting, the two sides basically agreed on a number of contents. Accordingly, in the coming time, the two sides will continue to promote more strongly the work and cooperation projects to achieve practical results, thereby contributing to the development of the cooperative relationship between Viet Nam and China.
During the talks, the Vietnamese Ministry of Planning and Investment and the Chinese National Administration for International Development Cooperation signed a Memorandum of Understanding on promoting the pilot construction of smart border gates at the Huu Nghi (Viet Nam) - Huu Nghi Quan (China) border gate pair.
