Strengthening the sharing of good experiences and new approaches in land clearance for projects

This was the direction of Mr. Hoang Van Nghiem, Secretary of the Provincial Party Committee, at the conference to evaluate the results of compensation and land clearance for projects in the province in 2024, and to implement tasks for 2025, organized by the Provincial People's Committee on the morning of February 25th.

The conference was attended by Mrs. Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Mr. Luong Trong Quynh, Vice Chairman of the Provincial People's Committee; members of the Steering Committee for Compensation and land clearance of key provincial projects, leaders of departments and sectors; leaders of several districts and Lang Son city.

According to the report, in 2024, party committees and authorities from the province to the grassroots level, departments, boards and sectors focused on directing and drastically implementing project compensation and land clearance in the province.

As a result, in 2024, districts and Lang Son city implemented land clearance for 273 works and projects (an increase of 5 projects compared to 2023) with more than 29,500 affected cases and a recovered area of nearly 4,200 hectares.

Districts and Lang Son city have approved compensation plans for more than 10,600 cases with a total budget of nearly 2,200 billion VND for 140 projects; disbursed nearly 1,700 billion VND for 143 projects; handed over more than 1,410 hectares of land for 150 projects.

At the conference, leaders of districts and Lang Son city shared many lessons learned in the practical implementation of land clearance for each project, such as leadership and direction of party committees, the involvement of the entire political system and heads of agencies; developing detailed plans and monitoring the implementation of the set plans; activities of propaganda and mobilization teams; commendation in land clearance; coordination in relocating technical infrastructure by managing agencies; experience in verifying and determining land users, and calculating compensation...

Based on practical implementation, representatives of several districts also proposed that the province review mechanisms and policies for amendments to suit practical implementation; direct investors to actively participate in coordinating to resolve difficulties and obstacles; build resettlement areas in advance.

Giving directing remarks at the conference, the Secretary of the Provincial Party Committee praised the results achieved in project land clearance, especially key projects in 2024.

Regarding the tasks for 2025, he asked Party committees and authorities at all levels continue to closely follow the directing documents of the central government and the province in land clearance.

Additionally, each member of the Steering Committee for land clearance at all levels should continue to promote their role and responsibility in implementing project land clearance.

He requested that in the process of implementation, districts and Lang Son city must strictly follow the compensation and land clearance process according to the provisions of law; coordinate with socio-political organizations to promote and innovate propaganda and mobilization to ensure effectiveness and high spread, associated with good inspection, supervision, and emulation and commendation;, promote the sharing of experiences and learning good practices to accelerate the progress of project land clearance.

Concluding the conference, the Vice Chairman of the Provincial People's Committee requested districts, Lang Son city, departments, and sectors to receive and strictly implement the request of the the Secretary of the Provincial Party Committee at the conference.

Regarding specific tasks in the coming time, the Vice Chairman of the Provincial People's Committee requested District People's Committees to urgently relocate technical infrastructure systems, implement the construction of temporary housing, and study the guidance of the Ministry of Natural Resources and Environment on handling obstacles related to waste disposal sites.

The Department of Natural Resources and Environment should soon complete the land price construction dossier for submission to the Provincial People's Committee for promulgation as a basis for allocating resettlement land to affected households; review and supplement land use targets for projects. Regarding the issue of construction material mines, the Department of Planning and Investment presides should over coordinate with the Department of Natural Resources and Environment to urgently appraise and complete the dossier for adjusting the construction stone mine project for businesses.

On this occasion, the Chairman of the Provincial People's Committee presented certificates of merit to 11 units, 21 individuals, and 6 households who had outstanding achievements in implementing the emulation movement "Accelerating the implementation progress of land clearance for key provincial projects in the 2022-2025 period"; presented certificates of merit from the Chairman of the Provincial People's Committee to 3 units and 10 individuals with outstanding achievements in implementing 2 nationally important and key projects in the transportation sector, including Huu Nghi border gate - Chi Lang expressway project and the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project in 2024.
