Leaders of Lang Son Provincial People's Committee work with the Delegation of Quang Ninh Provincial People's Committee: Exchange on implementing the pilot project for building a smart border gate

On the afternoon of April 16, 2025, Mr. Doan Thanh Son, Vice Chairman of the Lang Son Provincial People's Committee, chaired a working session with a delegation from the Quang Ninh Provincial People's Committee, led by Mr. Pham Duc An, Deputy Secretary of the Provincial Party Committee and Chairman of the Quang Ninh Provincial People's Committee, to discuss the implementation of the pilot project for building a smart border gate. The meeting was attended by leaders of departments and agencies from both provinces.

According to the report by the Management Board of the Dong Dang – Lang Son Border Gate Economic Zone (the Management Board) at the working session, following the directives of the Prime Minister, Lang Son Province has implemented a pilot project to build a smart border gate at the dedicated cargo transport road in the area of markers 1119 - 1120 and the dedicated cargo transport road in the area of markers 1088/2 - 1089, which are part of the Huu Nghi International Border Gate (Lang Son, Vietnam) – Youyi Guan (China) (referred to as "the Project"). The Project was approved by the Prime Minister under Decision No. 865/QD-TTg dated August 17, 2024.

After the Project was approved, Lang Son Province began implementing tasks related to the development of the smart border gate model.

According to the report, the pilot project for building a smart border gate is being implemented in two phases. The first phase, from the third quarter of 2024 to the end of the second quarter of 2026, focuses on infrastructure construction, including the expansion of the dedicated cargo transport route at the 1119 – 1120 marker area from four to fourteen lanes, and the 1088/2 – 1089 marker area from four to eight lanes. It also includes the construction of a multi-agency working office for the functional forces operating at the 1088/2 – 1089 section.

In the second phase, from the third quarter of 2026 to the end of the third quarter of 2029, the project will continue to expand the yard area at the border gate to support the pilot operation of the smart border gate model. To ensure smooth customs and quarantine inspection procedures, the province will initially select one to two types of goods—such as fruits and electronic components—to pilot the smart delivery model at the border gate.

Regarding the funding for the project, besides state budget resources, Lang Son province is actively mobilizing non-state capital sources to invest in logistics infrastructure, vehicles, equipment, and machinery.

Since the project was approved by the Prime Minister, the provincial People's Committee has held regular monthly meetings with relevant departments and agencies to review and direct the implementation. Key tasks have focused on the execution of three core projects: the construction of the multi-agency working office at the 1088/2 – 1089 area, and the expansion of dedicated cargo transport roads at both the 1088/2 – 1089 and 1119 – 1120 sections.

At the same time, provincial authorities have completed a draft of the health quarantine procedures for vehicles and goods crossing the smart border gate and submitted it to the Ministry of Health for review. Temporary regulations on import-export procedures have been developed, the National Single Window portal has been upgraded to facilitate information exchange with Chinese customs, and the procurement of specialized equipment for the smart border gate is being implemented.

At the working session, Mr. Pham Duc An, Chairman of the People’s Committee of Quang Ninh Province, expressed his gratitude for the warm reception and support extended by the leadership of the Lang Son Provincial People’s Committee to the delegation from Quang Ninh during their visit.

He emphasized that leaders and relevant agencies from both provinces had discussed and clarified the process of formulating the pilot project, its scale, and the advantages it would bring to the import-export clearance process once completed. He also shared that Quang Ninh is currently evaluating the feasibility of developing and implementing smart border gate models at several checkpoints within the province. Therefore, this visit was an opportunity for the Quang Ninh delegation to study the implementation process of Lang Son’s smart border gate project—the first of its kind in the country—as a valuable reference for building a similar model in Quang Ninh.

In response, Mr. Doan Thanh Son, Vice Chairman of the People’s Committee of Lang Son Province, provided further insight into the implementation of the smart border gate pilot project in Lang Son. He detailed the challenges and obstacles encountered during the process and shared key experiences and methods applied throughout the project’s development and execution. He also encouraged relevant agencies in Lang Son to actively coordinate and support Quang Ninh in the implementation of their proposed initiatives related to the smart border gate model.

Earlier the same day, Mr. Doan Thanh Son and the Quang Ninh delegation conducted a field survey at Viettel Lang Son Logistics Park to observe the import-export clearance procedures in practice. They also visited the specialized cargo transport route near marker points 1119 – 1120 at the Huu Nghi International Border Gate (Lang Son, Vietnam) – Youyi Guan (China), where the smart border gate project is being piloted.
