Building Human Resources: Contributing Actively to Digital Transformation
Digital workforce development is one of the essential factors determining the success of digital transformation. Recently, the Department of Information and Communications—the advisory agency assisting the Provincial People's Committee in digital transformation—has consistently prioritized raising awareness, disseminating skills, and developing human resources to support digital transformation.
Resolution No. 49-NQ/TU, dated September 28, 2021, issued by the Standing Committee of the Provincial Party Committee on Digital Transformation in Lang Son Province by 2025 with an orientation to 2030, emphasizes the importance of training and retraining officials, civil servants, public employees, and workers on digital transformation, building digital government, digital economy, and digital society. It highlights the need to improve the quality of the existing information and telecommunications technology workforce, provide in-depth training on digital transformation to create core experts capable of advising Party committees and authorities at all levels, and attract high-quality IT personnel ready to participate in the province's digital transformation process. Additionally, it calls for the development of specific mechanisms and policies to support those involved in this work.
In implementing tasks to build digital human resources in the province, the Department of Information and Communications has advised the Provincial People's Committee to deploy various measures aimed at improving the capacity of officials, civil servants, and public employees responsible for digital transformation in the area.
To effectively implement digital transformation, it is essential to develop a workforce that meets both quantitative and qualitative requirements. Therefore, the recruitment of civil servants and public employees specializing in or concurrently handling network information security and digital transformation has been a priority for various levels and sectors.
Currently, the province has 3,310 civil servants and public employees specializing in or concurrently managing network information security and digital transformation. Among them, 292 are full-time civil servants; 78 are full-time public employees or contract workers; 1,714 are part-time civil servants; and 1,226 are part-time public employees or contract workers. Each department, agency, district-level, and commune-level People's Committee has personnel responsible for network information security and digital transformation.
The Department of Information and Communications advised the Provincial People's Committee to submit to the Provincial People's Council, resulting in the issuance of Resolution No. 30 on December 10, 2022. This resolution stipulates support policies for officials, civil servants, and public employees engaged in digital transformation tasks in the province during the 2023-2025 period to motivate them in their work. Since 2023, over 1 billion VND has been allocated to civil servants and public employees specializing in or concurrently managing network information security and digital transformation across the province.
The training and capacity-building efforts for digital skills among local government leaders, civil servants, and public employees specializing in network information security and digital transformation have been consistently emphasized and implemented.
According to Mr. Tran Huu Giang, Deputy Director of Department of Information and Communications, the department has focused on training and developing human resources in alignment with national digital transformation objectives. Annually, the Department of Information and Communications incorporates training and capacity building into its key tasks, identifying specific content and crafting training plans suitable for current conditions. Additionally, training sessions are conducted both in-person and online to enable provincial and grassroots-level staff to update their knowledge and skills promptly, ensuring effective application in practice.
The Department of Information and Communications has coordinated with units under the Ministry of Information and Communications, as well as provincial departments, agencies, and People's Committees of districts and city, to implement comprehensive human resource training related to the province's digital transformation tasks. The Department of Information and Communications proactively proposed using the OneTouch online learning platform, managed by the Ministry of Information and Communications, for training and workshops related to digital transformation.
In addition, the Department of Information and Communications has studied the segmentation of target groups to organize relevant classes with practical and effective training content. Specifically, training for leadership at all levels includes topics like e-government, digital government, and information security to ensure unified direction. For civil servants in party organizations, the focus is on guiding them in using the Document Management and Administration System. For "one-stop" departments, training emphasizes skills in using the citizen authentication service and querying information from the National Database on Population. For digital transformation team members in communities, the focus is on using digital applications, platforms, and conducting electronic transactions. Business owners are trained in management, business strategies, and promoting products in the digital environment.
Notably, the Department of Information and Communications has established several Zalo groups for relevant officials, civil servants, public employees, and community digital transformation team members to exchange information and receive guidance from digital transformation experts during their tasks.
Ms. Vi Thi Thoi, a civil servant at the Justice and Civil Status Division of Hoang Dong Commune, City of Lang Son, shared: "Each day, I handle 15 to 30 administrative procedure cases. Most of these procedures are conducted electronically through digital software and applications, which are frequently updated. Thanks to attending training sessions, I quickly learned the procedures, which helped me effectively process administrative procedures for citizens in my area."
Since 2022, the Department of Information and Communications has organized over 70 training sessions and workshops, benefiting more than 40,000 officials, civil servants, public employees, and community digital transformation team members across the province. These efforts have contributed to improving digital competence among those involved in digital transformation tasks and promoting the application of digital technology in various sectors of life and society.
From 2022 until now, Lang Son has consistently ranked among the top 10 provinces in the country for digital transformation. This achievement is attributed to the contributions of digital transformation teams at the grassroots level. Moving forward, the Department of Information and Communications will continue to collaborate with other departments, agencies, and local authorities to further develop digital human resources and support the province's ongoing digital transformation efforts.
